What are the CFEC Rules?
The state passed new Climate-Friendly and Equitable Community (CFEC) rules to help reduce climate pollution, especially from transportation. The new rules require cities over 10,000 within metropolitan planning areas to reform parking standards, plan for mixed use “climate-friendly” areas where residents, workers, and visitors can meet most of their daily needs by walking, bicycling or riding transit, and create more equitable and accessible communities, especially for those traditionally underserved and who experience discrimination.
What does this mean for Central Point?
The City of Central Point is within a metropolitan planning area and currently has a population of 19,197 living within the city limits. To comply with the CFEC rules, the City adopted regulatory changes to reform parking in June 2023 and completed a study of potential Climate Friendly Areas (CFAs) in December 2023. At this time the City is preparing amendments to its Comprehensive Plan and Zoning Map and land development regulations to designate its first CFA by December 31, 2024.
Parking Reform – As of July 1, 2023, there are no minimum off-street parking requirements for land development proposals. When parking is provided, it is subject to maximum off-street standards and new design requirements that aim to break up large parking lots, increase coooling shade adn provide more connections for pedestrians and cyclists between the public street system, buildings and parking amenities. During the planning and public hearing process, the most common concern regarding parking reforms was that new land development proposals could eliminate parking entirely or provide inadequate levels of parking for patrons or residents. Since the adoption of the required parking reforms, there have been no land development proposals that have not provided parking.
Climate Friendly Areas (CFAs) – The City identified two potential CFA candidate areas in 2023 that include land within the East Side Transit Oriented Development (ETOD) Overlay area north of East Pine Street and West of Hamrick Road. According to the State rules, the CFA must be at least 25 acres in size, be at least 750-feet wide and accommodate 30% of the City's housing need over the next 20-year period. There are a series of land use regualtions that must apply within the CFA to promote housing production and to allow a mix of uses that will help create a highly walkable place where people can live, work and play without having to own a car.
At this time, the City of Central Point is working with 3J Consulting, Jet Planning and the Department of Land Conservation and Development Department to audit the code, study the market feasibility of potential land development code changes, and finalize those changes to designate the CFA by December 31, 2024.

February 27, 2025 @ 6pm | City Council | The City Council will conduct a public hearing and first reading of ordinances for hte proposed Comprehensive Plan, Zoning Map and land development regulation changes to adopt the CFA. At the conclusion of the meeting the City Council can close the public hearing and forward the ordinances to a second reading with or without changes.
