Application Summary

Central Point Station, LLC ("Applicant") is requesting a modification to the Site Plan and Architectural Review approval (Planning Commission Resolution No. 881) to allow the following:

  • Temporary long-term rentals in place of required short-terms rentals opn the ground floor at 910 and 920 North Haskell Street. The request is in response to the housing shortage and need for health care professionals at Asante medical facilities; 
     
  • Relocate the required ground floor short-term rental units in 910 and 920 North Haskell STreet to the upper stories of 900 North Haskell Street; and,
     
  • Allow future adjustment of hte short-term rental unit locations to any building or floor at 900-950 North Haskell Street. The adjustments would be based on market demand and Applicant's request is to avoid having to apply for future modifications. 

The original land use approval was for a mixed-use development in the High Mix Residential zone on the 2.19 acre site. The approval included construction of five (5) buildings with frontage on Twin Creeks Crossing, North Haskell Street and Golden Peak Drive. Per the Twin Creeks Master Plan ("Master Plan"), Exhibit 36,  ground floor commercial is required on the ground floor of builidngs fronting Twin Creeks Crossing and North Haskell Street. In rendering its decision to approve the original application, the Planning Commission interpreted short-term (e.g. "VRBO") units as meeting the commercial requirement. Short-term rentals are defined in CPMC 3.24 as stays that are less than 30-days in duraton. 

Public Comment

You are invited to attend the public hearing on May 2, 2023 at 6:00 p.m. in the City Council Chambers. Virtual participation is also available. Please email us your full name and address and we will send you an invitation.  Requsts for virtual particpation must be received no later than 3:00 p.m. on May 2, 2023.

You are invited to provide written and/or verbal testimony until the close of the public hearing. You can mail, hand-deliver or email written testimony to Central Point Planning, Attn: Stephanie Holtey.  All testimony must be related to the application and speak to the criteria on which the Planning Commission's decision will be based. In Oregon, comments must be raised prior to the close of the hearing with sufficient specificity to allow the decision makers and all parties an opportunity to respond to the issues raised. Failure to do so means that an appeal based on that issue cannot be raised at hte State Land Use Board of Appeals (LUBA).
