Welcome to the City of Central Point’s Human Resources webpage.
The Human Resources (HR) Director is responsible for the administration of personnel policies, employee relations, employee benefits, classification and compensation, personnel records, labor relations, performance management, worker’s compensation, workplace safety, risk management, collective bargaining, and contract interpretation, as well as serving as a resource to department directors and supervisors in all matters involving employees.

Human Resources Mission Statement
To support the goals and meet the challenges of the City by working with, and for, the many departments and individuals within the City in order to provide ethical and legal solutions to workplace issues, and promote an efficient and effective work environment characterized by fair treatment, open communication, personal accountability, and mutual trust and respect.
About the Director
Elizabeth M. Simas joined the City staff in August 2015, and has over 30 years of experience in human resources and payroll in both the public and private sectors. The director serves on the city management’s executive team. Elizabeth was named the City of Central Point's 2018 Manager of the Year.
She has a Master's Degree in Management and graduated Magna Cum Laude with a B.S. degree in Business Administration, both from Southern Oregon University. She has an A.A. in Computer Science from Los Angeles City College. Elizabeth also earned a post-baccalaureate Certificate in Management of Human Resources from Southern Oregon University.
She is a member of the Society for Human Resource Management (SHRM) and National Public Employer Labor Relations Association (NPELRA). Elizabeth is a Senior Certified Professional (PSHRA-SCP) designated by the Public Sector Human Resources Association (PSHRA) since 2005 and a Senior Certified Professional (SHRM-SCP) by the Society for Human Resource Management.
About the Safety & Risk Manager
The Safety & Risk Manager oversees the comprehensive safety program for City staff. She also serves as the management representative on the City's Safety Committee and maintains OR-OSHA compliance records.
Heather Ashwill - Heather joined the City as a Police Officer in October 2015 and worked as a patrol officer, School Resource Officer and DARE Officer. You may know her from her role as spokesperson on CPPD’s video series Traffic Safety First, which featured monthly episodes highlighting Oregon’s traffic laws.
Heather graduated from Southern Oregon University with a Bachelor of Science degree in Innovation and Leadership. She has served as a member of the Jackson County Coalition Against Sex Trafficking task force and also served as a Senior Police Advisor for the US DOJ International Criminal Investigative Training Assistance Program (ICITAP), where she specialized in training on Countering Violent Extremism.
She was promoted to Safety & Risk Manager on August 1, 2021. Heather is committed to creating and sustaining a culture of safety within the City and is a current member of the Southern Oregon Chapter of the American Society of Safety Professionals (ASSP). Heather was named the City of Central Point's 2022 Manager of the Year. Heather was also awarded the 2024 Southern Oregon ASSP Safety Professional of the Year.
About the Human Resources Assistant
Lara Caldwell joined the staff in January 2018. She provides administrative support in the areas of compensation, employee benefits, employee newsletters, records management, and performance management. She serves on the City's social committee and also serves on the City's management team for collective bargaining.
Lara has a Bachelor of Science degree in Business from Western Oregon University and has more than 24 years of broad based experience including executive support, office administration, customer service, records and data management, project support and document preparation. She is a successful entrepreneur providing creative products to the marketplace including product creation, distribution, as well as design and implementation of a marketing plan which includes social media and a website platform.
