Rewrite 2022: Zoning Code Update Project

Project Overview

The City's Zoning Ordinance was adopted in its current form in 1981 as Title 17 of the Central Point Municipal Code (CPMC). Since that time it has been amended periodically to address emergent needs and make corrections. Many things have changed in Central Point and its time that the City's Zoning Ordinance be revised to reflect the community's vision and goals; implement policies in recently adopted elements of the Comprehensive Plan and to provide information in an easy to find format and with clear and concise terms. 

Due to the length and complexity of the Zoning Ordinance, the Zoning Code Rewrite project will occur in several phases as follows: 

Phase 1 - Residential Focus

  • Review, revise and consolidate residential district standards into two chapters:
    • Residential Districts
    • Residential Use Standards
  • Update Application and Review Procedures in CPMC 17.05 as neeeded
  • Update Definitions in CPMC 17.08 as needed
  • Revise and relocate the following Residential Land Use Standards from their current location:
    • New Cottage Housing Standards
    • Duplex Standards (HB 2001)
    • Accessory Dwelling Units (ADUs)
    • Home Occupations
  • Revise Nonconforming Situation standards in CPMC 17.56
  • Prepare draft standards for Small Wireless Facilities (location T.B.D.)

Phase 2 - Employment Focus

  • Review, revise and consolidate employment district standards into two chapters:
    • Employment Districts
    • Employment Use Standards
  • Consolidate public utilities and service standards into one chapter. Coordinate with Public Works to update standards based on a newly adopted Public Facilities Element. 
  • Update Design & Development Standards as needed
  • Update applications and review procedures as needed
  • Update definitions as needed

Phase 3 - Final Phase

  • Update sign standards
  • Re-number chapters
  • Other changes as needed
