NOTICE OF PUBLIC HEARING
March 11, 2021
Urban Growth Boundary Expansion
Meeting Date: Thursday, March 11, 2021

140 S. Third Street, Central Point
Beginning at the above time and place, the Central Point City Council will conduct a public hearing and consider a Major Comprehensive Plan Map Amendment to add approximately 444 acres to the City of Central Point Urban Growth Boundary (UGB) to provide a 20-year supply of residential, non-industrial employment, parks and open space land. The proposed Map Amendment includes land from portions of the City’s Urban Reserve Areas (URAs) CP-2B, CP-3, CP-4D and CP-6A. The proposal also includes a text amendment to the Urban Growth Boundary Management Agreement (UGBMA) with Jackson County adding two (2) policies to preserve the future development capacity of rural lands in the proposed UGB before lands are annexed. The City invites you to provide written and/or oral testimony on the proposed amendments. An explanation of the criteria for decision and how to participate in the decision-making process are provided below.
CRITERIA FOR DECISION
Major Comprehensive Plan Map and Text Amendments are subject to Type IV (Legislative) procedures in accordance with Central Point Municipal Code (CPMC) 17.05.500. The City Council’s review of the application will consider recommendations by the Citizen’s Advisory Committee and Planning Commission, as well as the proposal’s compliance with the Greater Bear Creek Valley Regional Plan, Oregon Statewide Land Use Planning Goals, and City policies and regulations as set forth below:

PUBLIC COMMENTS
The meeting will be held at City Hall located at 140 South Third Street in Central Point. Due to the COVID-19 pandemic and to comply with public meeting law, a limited number of chairs will be provided in the Council Chambers for citizens to listen to and participate in the meeting; however physical distancing and face masks are required. City officials strongly encourage all citizens that would like to participate to submit written comments. If special accommodations are needed, please contact the City Recorder at least 72 hours before the meeting at (541) 423-1026.
Any person interested in commenting on the Major Amendments to the City Comprehensive Plan may submit written comments until the close of the public hearing scheduled for the City Council meeting on Thursday, March 11, 2021 at 7:00 p.m.
Written comments may be sent in advance of the meeting to Central Point City Hall, 140 South Third Street, Central Point, OR 97502.
Copies of the application, all documents and all evidence relied upon by the applicant and applicable criteria are available for public review at City Hall located at 140 South Third Street, Central Point, Oregon.
