Project Summary
A Floodplain Development Permit Application for floodway development within the channel of Horn Creek to eliminate a failing culvert, improve flows in the creek, and re-establish a natural channel. Within the project site, Horn Creek flows through a culver that is in danger of collapse and failure. The project will re-establish the creek channel into an existing bypass channel to the west of the culvert and abandon the culvert, which will remain in place but will be plugged to prevent flows from entering. The re-established channel will be sized appropriately to function in both low-flow and high-flow conditions. Per the Applicant’s No-Rise Analysis, the project will not aggravate flooding along Horn Creek.
The project location is a City-owned property identified on Jackson County Assessor’s map as 37S 2W 10BB, Tax Lot 800 and 211 Donna Way (37S 2W 10BB, Tax Lot 1000). Applicant: Central Point Parks & Public Works Department; Agent: RH2 Engineering.
Approval Criteria
This application is being reviewed using Type III procedures per Central Point Municipal Code section 17.05.400, and is subject to the applicable standards and criteria set forth in CPMC 8.24.200, Flood Damage Prevention.
The application is scheduled for a public hearing in front of the Planning Commission on Tuesday, June 7, 2022.
Public Comments
Any person interested in commenting on the Floodplain Development Permit application may provide written testimony regarding the application up until the close of the meeting on June 7, 2022. Written comments must be related to the proposal and should be clearly stated. Pursuant to ORS 197.763(3)(e), comments must address the approval criteria with sufficient specificity to afford the decision-makers and all parties an opportunity to respond to the issue(s) raised. Failure to do so means that an appeal based on that issue cannot be raised at the State Land Use Board of Appeals (LUBA).

12/06/2022 - Public Hearing scheduled before the Planning Commission at 6:00 p.m. in the City Council Chambers located at 140 S. 3rd Street in Central Point.
SUMMARY: At the hearing, the Planning Commission heard the staff report for the Floodplain Development Permit and received testimony from the applicant and interested parties. The Planning Commission approved the request by Resolution No. 900.

12/17/2023 - Appeals must be mailed or hand delivered to the Community Development Department by 4:00 p.m. The City's address is 140 South Third Street, Central Point, Oregon 97502. All appeals must be in written form consistent with the procedures set forth in Section 17.05.300(G) of the Central Point Municipal Code.
