Project Summary
The applicant is proposing a 45-unit multifamily development with 2,514 square feet of ground floor commercial along the Twin Creeks Crossing frontage. The 1.62 acre site (37S 2W 03CA, Tax Lot 1500) is located within the Employment Commercial (EC) zone and is identified in the Twin Creeks Master Plan. The submittals include four (4) applications to accomplish the following:
- A comprehensive plan map amendment to modify the General Land Use Plan (GLUP) map from Employment Commercial to High Mix Residential.
- A zone map amendment to modify the zoning map from Employment Commercial to High Mix Residential.
- A master plan amendment to modify the Twin Creeks Master Plan to permit horizontal mixed-use with ground floor residential and to relocate a pedestrian pathway away from the east property line.
- A site plan and architectural review for construction of the mixed-use/multifamily development with parking and landscape areas.
Approval Criteria
The applications are being reviewed using Type III procedures per Central Point Municipal Code section 17.05.400, and are subject to the applicable standards and criteria set forth below:

The application is scheduled for a public hearing in front of the Planning Commission on Tuesday, June 6, 2023.
Public Comments
Any person interested in commenting on the applications may provide written testimony regarding the applications up until the close of the meeting on June 6, 2023. Written comments must be related to the proposal and should be clearly stated. Pursuant to ORS 197.763(3)(e), comments must address the approval criteria with sufficient specificity to afford the decision-makers and all parties an opportunity to respond to the issue(s) raised. Failure to do so means that an appeal based on that issue cannot be raised at the State Land Use Board of Appeals (LUBA).

SUMMARY: At the hearing, the Planning Commission heard the staff report for the Comprehensive Plan Map Amendment, the Zone Map Amendment, the Master Plan Amendment and the Site Plan and Architectural Review aand received testimony from the applicant and interested parties. The Planning Commission approved the request by Resolution Nos. 905, 906, 907 and 908.
06/07/2023 - Notice of Decision for SPAR-23001 & MP-23001 mailed to the applicant and interested parties that provided testimony for the public hearing.
06/22/2023 - Public Hearing for the First Reading of CPA-23002 and ZC-23002 is scheduled before the City Council at 7:00 p.m. in the City Council Chambers located at 140 S. 3rd Street in Central Point.
